‘New Deals’ incentives for head teachers

 KUALA LUMPUR: Under the GTP’s Education NKRA, the “New Deals” initiative has been designed to reward school principals and head teachers based on the performances of their schools. Teachers that qualify would also receive financial rewards.
Under the New Deals, school heads are given performance contracts that will ensure transparency in school performance, where each principal or headmaster would know how their schools fare when compared with other schools.
All schools are ranked into seven school bands based on composite scores of the school’s average score (GPS) and its self-assessment – the Standard Quality Education in Malaysia (SQEM).
Band 1 signifies the top-performing schools while Band 7 is the lowest-performing schools.
Primary schools that score at least 84% and secondary schools that score at least 92% will be rewarded.
Schools that make the most significant improvement in their scores would also be rewarded.
Eligible school heads as well as the teachers in the respective schools would receive monetary and non-monetary rewards.
Underperforming school heads would be sent for a performance management programme at Institut Aminuddin Baki and also be involved in coaching and mentoring sessions under the School Improvement Programme (SIP)

Rewards for head teachers

Principals and head teachers have a significant impact on student outcomes.
They play a big role in steering the school’s success and act as primary change agents in improving student outcomes.
Under the New Deals, principals and head teachers are given new performance contracts. This will ensure transparency in school performance, where each principal and headmaster will know how they performed in relative to other schools.
All schools will be ranked based on composite scores of the school average score (GPS) and school self assessment (Standard Quality Education in Malaysia).
Those schools which score 84% for primary schools and 92% for secondary schools are eligible for rewards.
Outstanding teachers: Education Minister Tan Sri Muhyiddin Yassin spends a light moment with the Tokoh Guru Kelantan’s award recipients.
 
The schools which make the most significant leap in their composite scores will also be rewarded.
The rewards and benefits that can be expected are:
> These eligible head teachers will receive RM7, 500 and 5% of top performing teachers will receive RM1, 800 while the others will receive RM900.
> The head teachers will receive monetary and non-monetary rewards.
The performance of all 9,900 government schools will be ranked on an annual basis.
To be eligible for rewards, the school should obtain a qualified financial audit report and achieve literacy and numeracy targets (for primary schools).
In addition, the head master or principal must obtain an Annual Appraisal Report (LNPT) score greater than 90 and be free from disciplinary action.
Teachers in schools with a head teacher or principal who qualify for the reward will also be eligible for a financial reward.
Those head teachers who constantly underperform will be sent for a performance management programme at Institut Aminuddin Baki and also be involved in coaching and mentoring under the School Improvement Programme (SIP).
There will be other consequences for punitive action if they are still not performing following the programmes undertaken.

Muhyiddin -School Improvement Programme showing good results

BANDAR SERI BEGAWAN: The School Improvement Programme (SIP), which was introduced last year, has helped to improve students' overall performance by 40%, Deputy Prime Minister Tan Sri Muhyiddin Yassin said.

He added that the SIP will also see 10% of the country's schools exceed their performance standards.
Muhyiddin, who is also the Education Minister, was speaking about the SIP to principals and education leaders from Asean countries during the Asean education ministers conference here.
The SIP is an initiative under the Education National Key Results Area (NKRA) of the Government Transformation Programme (GTP) aimed at increasing accessibility to quality and affordable education for all.
The SIP involved hundreds of schools which were previously at band 6 and band 7.

Temporary teachers seek to stay on

KOTA KINABALU: The 578 non-trained temporary teachers in Sabah want to know if they will be replaced by newly trained teachers.
Sabah Non-Trained Temporary Teachers committee chairman Norman Lantayan submitted a memorandum on the matter to the office of Deputy Prime Minister Tan Sri Muhyiddin Yassin, who is also education minister, yesterday.


The memorandum was received by Muhyiddin's political secretary, Yusuf Haniff.
"We are pinning our hopes on the deputy prime minister to clear the uncertainty and come up with a positive and fair solution to the issue," said Lantayan, adding that temporary teachers wanted to continue teaching.
Lantayan, who was accompanied by his deputy, Junaidi Paik, and Umno Youth exco member Jamawi Jaafar, said the majority of temporary teachers were experienced and serving in the rural areas.

Some of them are hoping that the ministry would absorb them into teacher training colleges so that they could obtain a qualification.

The teachers, some of whom have been teaching for more than 10 years, only have the Sijil Pelajaran Malaysia or Sijil Tinggi Persekolahan Malaysia qualification.

Jamawi said schools with a large number of temporary teachers might be affected if the services of temporary teachers was discontinued.

He said schools with a substantial number of temporary teachers included SMK Teknik Lahad Datu (19), SMK Kemabong Tenom (13) and SMK Kota Marudu (11).

Rural school teacher runs amok

KUDAT: Fourteen primary school teachers, including two women, hid for more than 11 hours in a swamp as their colleague ran amok in Pulau Banggi off here.
The SK Sabur teachers were asleep in their quarters when they were awakened by their colleague who was shouting and threatening them with a sword around midnight on Tuesday.

They came out of hiding around noon the same day after police detained the 30-year-old suspect not far from where the school and its quarters are located.

District police chief Deputy Superintendent Dawi Ossen yesterday said a sword was also seized from the suspect, who was calm when he was apprehended.
To reach the school, police had to deploy a helicopter and a boat, Dawi said, adding that bad weather also delayed their response.

One of the teachers, who declined to be named, said the suspect had acted strangely several days earlier and was aggressive towards others.

There are 18 teachers based at the school, which has 190 pupils. It is located within Pulau Banggi, but it takes more than an hour to reach from the main town of Karakit.

From here to Karakit, about 40km away, it takes 90 minutes to reach by ferry. Pulau Banggi is also the biggest island in the country at 432sq km.

Students to Take Mental Test

School pilot project to detect stress and depression among students 

PUTRAJAYA: A rising number of youths suffering from mental health issues has prompted the Government to launch a pilot project in four secon­dary schools to identify and address the situation.
Health Minister Datuk Seri Liow Tiong Lai said the Health and Education ministries would jointly launch the project in the schools, which had been randomly selected.
The move was among efforts to identify those facing problems like stress and depression, and to help the students before the problems worsened and led to dire consequences, he said, adding that the increasing number of youths suffering from mental health issues was one reason such a programme was introduced at schools.
“According to my ministry’s National Health Mobility Survey, the number of people seeking medical attention for mental health problems was 10.6% in 1996 but this rose to 11.2%, with 6.4% having considered suicide, in 2006.
“We feel it is alarming that a high number of those seeking treatment in 2006 were those aged between 16 and 19, and those aged between 70 and 74 years,” Liow told a press conference after attending the Mental Health Advisory Council meeting here yesterday.
The pilot project, which will begin immediately, will be conducted at SM Sains in Teluk Intan, Perak; SMK Ahmad Badawi in Kepala Batas, Penang; SMK Simpang Bekok in Malacca; and SMK St Michael in Penampang, Sabah.
Under the project, students will be asked to take a mental health evaluation test to determine if they are facing any mental health issues and the level of the problem they are facing.
Liow said there were various reasons why those aged between 16 and 19 were more vulnerable to mental illness.
They included family problems and the inability to cope with the different kinds of pressure.
He said medication would also be given if experts who examined the students felt they needed it.
“We will take good care of them,” he said.
Mental Health Advisory Council member Dr Omar Mihat said the project would involve selected teachers being trained to translate the results of the tests and determine if students were suffering from problems and advise them on what they could do on their own to reduce stress or depression.
“The project will be over six months to gauge its effectiveness. We expect to introduce it in schools nationwide by the end of the year once we have ironed out any teething problems,” he said.
National Union of Teaching Profession (NUTP) secretary-general Lok Yim Pheng said such a mental health programme in schools needed careful implementation.
“Mental health is still a very sensitive issue in our society. Before the programme is carried out, it is very important that parents are aware of its objective and the mental health evaluation test that their children have to take,” she said when contacted yesterday.
National Parent-Teacher Association Collaborative Council president Assoc Prof Datuk Dr Mohamad Ali Hasan said the programme should aim at identifying the causes of and ways to help students overcome mental health problems.
“This programme should involve both students and their parents.
“It is important to determine students’ backgrounds to better understand the factors that make them suffer from mental problems,” he added.

Education Ministry, group meet over Interlok issue

PUTRAJAYA: A meeting Tuesday between the Education Ministry and a group that included six MIC-appointed representatives over the the controversial Interlok issue, proceeded smoothly, said Deputy Education Minister Dr Mohd Puad Zarkashi, who chaired the meeting.
Dr Mohd Puad said ministry officials, including Director-General of Education Datuk Abdul Ghafar Mahmud, listened to the reasoning of all quarters in the 22-member group that also comprised non-governmental organisations (NGOs) and academicians.
"We proceeded with the dialogue in a cordial and intellectual manner without getting emotional because the ultimate objective, as agreed upon, was to come up with suitable recommendations and a solution to the issue," he said.
He said a report on the four-hour meeting would be handed over to Deputy Prime Minister and Education Minister Tan Sri Muhyiddin Yassin later Tuesday for presentation to the Cabinet.
He also said that the contents of the report could not be revealed as yet because only the Cabinet could make a decision on the matter. Interlok, a novel on the integration of the Malays, Chinese and Indians in then pre-independence Malaya, written by national laureate Datuk Abdullah Hussain, had sparked controversy as it allegedly contained words deemed sensitive to the Indian community.
The book is being used as a required text for Malay Literature in the SPM examination, beginning this year.
Dr Mohd Puad said at the outset of Tuesday's meeting, ministry officials explained how the novel had been selected as the required text for Malay Literature for Form Five students.
Others at the meeting included representatives from Dewan Bahasa dan Pustaka, Federation of National Writers Associations and National Writers Association of Malaysia. - Bernama

Beware the Facebook felons

PETALING JAYA: Crooks are cashing in on personal details readily revealed by some Facebook users and using them in identity frauds, blackmail or to “steal” money from users.
Over-excited online social network users who reveal personal information and accept “friendship” requests from complete strangers have made the site an increasingly popular target for cybercriminals.
Many users, especially beginners, experience culture shock when they suddenly become “popular” and receive many friendship requests, said criminologist and Malaysian Association of Certified Fraud Examiners president Datuk Akhbar Satar.
“They feel encouraged to reveal more information about themselves without realising the damage it could cause,” he said, adding that many users even posted sexy or nude pictures of themselves on the website and ended up being blackmailed by complete strangers.
Akhbar said the practice of posting personal details such as birth dates, addresses and telephone numbers on the website had proven to be the source of a lucrative business for identity fraudsters.
“The crime triangle comprises elements of desire, target and opportunity. Once there is a desire to commit the crime, the criminal identifies the target and opportunity. This is where Facebook comes in,” he said.
According to Socialbakers.com, a website dedicated to global Facebook statistics, there are currently 9,874,860 Facebook users in Malaysia alone, which is 37.75% of the entire population.
Youths between the ages of 18 and 25 formed the majority of Malaysian users – 38% – while the youngest group, aged between 13 and 15, makes up 7% of users.
The gender ratio of Malaysians on Facebook is almost equal – with 53% of them being female.
Hackers operating on social networks can easily create fake profiles and send friendship requests to unsuspecting users within their target groups.
Many users have become victims of identity frauds, harassment, blackmail and have lost money through various scams operated via the website.
There have also been reports of gangs and drug syndicates in Malaysia recruiting members through Facebook and other social networks.
The criminals’ job is made easier as the name and profile picture of the user is visible to all via the websites’ default privacy settings.
“Unlike crimes committed in the physical world, cyber crimes require little or no investment,” said Akhbar, adding that such crimes were also difficult to detect.

PISMP grads only allowed to teach after getting approval

 PETALING JAYA: The Education Ministry is waiting for the Bachelor of Teaching Degree Programme (PISMP) to be accredited by the Malaysian Qualifications Agency (MQA), Deputy Minister Datuk Dr Wee Ka Siong said.
He added that it was standard procedure for the MQA to give accreditation only after the completion of the first run of the course.
Dr Wee was commenting on the quandary faced by the first batch of about 2,000 teachers from the programme who have yet to receive their postings after graduating in November.
“The problem arose because the accreditation of the PISMP programme is still pending. Once it is accredited, the Public Service Department and the Education Service Commission (SPP) will work to endorse it within 14 days,” he said, adding that the MQA would meet on Jan 25 to discuss the matter.
He had assured that the problem would be resolved before the third week of this month.
However, the affected teachers would be unable to teach until they had received the SPP approval.
In a statement released earlier, the United Chinese School Teachers Association (Jiao Zong) had called for the ministry and the relevant agencies to hasten the process of teacher placement in schools.
Jiao Zong said the PISMP graduate teachers should receive their postings quickly in view of the shortage of teachers in vernacular schools.
It added that PISMP graduate teachers who were affected by the accreditation process were frustrated because the issue has been referred to several agencies.

#tanyanajib: Thanks for the giggles, Mr PM

There were rants, frustrations but mostly a lot of laughs at Twitterjaya - the moniker for the Malaysian community in the microblogging website Twitter - when Prime Minister Najib Abdul Razak announced that he will answer questions posed to him through #tanyanajib on the site.

Last Tuesday, Najib opened the site for an hour to receive questions to the site beginning 4.30pm.
He recieved tonnes of incoming questions from the social website users until he extended another 30 minutes of time to receive more questions asked.

Prime Minister is said to have more than 57000 followers in the site. With an average of 40 tweet a second, #tanyanajib was bombarded with many issues, dissappointment voices, and also funny mesages.



He promised to considered all questions and will post a video answering some questions on YouTube. Lets wait for it!

Mistake Found in KSSR English Year 1 SK Textbook

Ministry Of Education Malaysia (MOE) in a media statement has regretted that there is mistake found in KSSR English Year 1 SK Textbook. MOE decided that all the mistakes in the textbook would be corrected.

The new textbook will be printed and distributed out to nationwide in Mac 2010. In the meantime, teachers are required to used the current textbook for teaching.

KUALA LUMPUR: The Youth Development Lab has recently proposed to the government to officially lower the age requirement for children to enroll in schools down to five years as practiced by developed countries.
Currently, it is compulsory for parents to enroll their children in schools at the age of seven.
Deputy Prime Minister Tan Sri Muhyddin Yassin said that a committee, led by the director-general of education, would review the proposal prior to finalising its implementation.
Pre-school education is an integral part of the national education system (under the Education Act 1992) as well as one of the focus areas under the GTP.
The Education NKRA aims to have 87 percent pre-school enrollment rate by 2012 and 97 percent by 2020.
The proposal for children to receive education at the age of five is not something new as most children today are already enrolled in kindergartens.
In 2010, the Ministry, along with other pre-school agencies, has increased the enrollment of pre-school children to 72.4% by building additional pre-schools and giving incentives to private operators.
Under the NKRA, both public and private pre-schools will use the National Pre-School Curriculum Standard (NPCS).
Teachers and assistants would also have to attend courses that are set by the Education Ministry.
Pre-school teachers are now required to have a degree whereas previously the minimum requirement was a diploma in early childcare education (ECCE).

MBMMBI: The Rationale of MBMMBI replacing PPSMI (MOE)

Classes at two schools in Kuantan halted due to floods

KUANTAN: Classes were cut short for more than 2,000 students from two schools here after water level rose to knee-deep high following heavy downpours for the last two days.

About 900 pupils from SK Pelabuhan were instructed to go home at about 10am when water level began rising. Their parents were informed and some of them, who were working, took time off to fetch their children.
Students of SMK Pelabuhan were also allowed to leave school early. Its principal Noraini Md Salleh said the students were given the option of either going home early or continuing classes until 2.30pm.
“However, many left before the classes was over at 2.30pm,’’ she said.
The heavy downpours also caused certain roads to be closed to light vehicles after water level rose to 0.5m.
A state police operations room spokesman said the areas affected were km18 of Kuantan-Terengganu bypass near Aspa Cottage and the km24, km25 and km26 stretches near Bukit Penggorak.
As of 4.30pm, the roads were still closed to light vehicles. The spokesman also said 61 people from Kampung Seberang Balok and Kampung Palas Chendor in Kuantan were evacuated to two community halls in Balok and Chendor.

Teachers required to serve in areas far from their hometowns

HULU SELANGOR: Being transferred to another school is one of the service criteria for teachers and they must accept it when told to move, said Deputy Education Minister Datuk Dr Wee Ka Siong.
He said it was compulsory for every teacher to serve in areas far from their hometowns for a certain period.
“They cannot serve next to their houses all the time until their retirement,” he told reporters after visiting SRJK (C) Bukit Tangga near here yesterday.
Dr Wee was responding to Deputy Prime Minister Tan Sri Muhyiddin Yassin’s statement that the Education Ministry was embarking on an exercise to transfer English language teachers to overcome shortage.
Muhyiddin, who is also Education Minister, said that currently, Selangor and Kuala Lumpur had a large number of English language teachers and some of them were not even teaching the language as they had refused to be transferred.
“It is high time teachers changed their mindset. Children in rural areas should not be deprived of quality education,” Dr Wee said.
Last year, the Education Depart­ment received close to 11,000 applications for transfer but only about 4,000 were approved.
“We cannot entertain all. There must be a balance,” he added.
Citing an example, Dr Wee said only 120 teachers applied to be transferred out of Kelantan while some 2,200 wanted to be transferred back to the state.
“Many schools in rural areas really need English language teachers. How are we going to meet the demand?” he asked.
Dr Wee said the department would look into the teachers’ appeals on a case-by-case basis and would give priority to those with health problems.
He added that the Government also had allocations for hardship and transport allowances for those posted to rural areas.
In another development, Dr Wee asked the 1,950 first batch of degree holders from teacher training colleges to be patient before they could start work as degree qualifiers.
He said the ministry was in the midst of resolving the issue with other agencies such as the Education Service Commission, Malaysia Qualifications Agency and Public Service Department. He said the Government had on 2008 amended the Education Act 1996 to allow courses in teacher training colleges to be upgraded to degree level.

Teacher Redeployment: Senior teacher puts department in a spot

JOHOR BARU: A senior assistant of a secondary school has put the Johor Education Depart­ment in a spot by refusing a transfer order.

She and the headmistress were jointly transferred by the department after they had problems working together.
The SMK Infant Jesus Convent headmistress complied but the senior assistant has not.
 The senior assistant also put her replacement in a spot when she attended the school’s assembly yesterday.
A parent, who refused to be named, said it was amusing to see the two senior assistants together during the first day of school.
“It is quite embarrassing as the teacher is setting a bad example to other teachers as well as the students,” he said.
The school parent-teacher association chairman, Badrudin Mohamad, hoped the problem would be solved by the department.
“For the sake of the students, we want the matter to be resolved soon,” he said.
Johor Education Department director Markom Giran said the department would solve the matter internally.
He said the department would ensure the teacher complied with the transfer order.
“We will refrain from taking disciplinary action.”

Many teachers in Sarawak unhappy over sudden transfers in new year

MIRI: Some 2,000 teachers in Sarawak are fuming over a sudden transfer as school reopens today.
As the directive from the Education Ministry will take effect immediately, the transfers could create chaos in the classrooms.
Many of those affected claimed they have to move from one end of the state to the other, and to the rural areas.
Not only was it done at such a short notice, but many of the affected teachers specialised in important subjects such as English and Bahasa Malaysia.
The affected schools were also unsure as to who would be filling the void because the heads were not given prior notice.
The Sarawak Teachers Union (STU) had been inundated by calls from affected teachers and from others worried about what may happen next.
STU president William Gani Bina yesterday told The Star that the 38,000 teachers in the state were speaking up over this “messy affair” and the manner in which the ministry had conducted the exercise.
“They have families and have been serving in their present schools for a long time. They were not consulted over the transfers,” Gani said.
“The Education Ministry used the term ‘redeployment’ but these teachers were being relocated all over Sarawak.
“Sarawak is very big. If you transfer someone from Kuching to Limbang or to a school in the rural area, it is like transferring that person from one end of the peninsula to the other.
“Many schools are already facing a serious shortage of experienced teachers, especially in English. This transfer is very chaotic and will cause a lot of problems for the affected teachers, schools and students.”
Gani said he had urged Deputy Education director Datuk Norizan Hashim to look into the matter.
“I told Norizan that this was a very serious matter because of the unique geographical and logistical set-up of the state.
“The ministry cannot simply enforce a transfer of teachers en masse without taking into account the impact.”
Gani said STU wanted experienced and senior teachers to stay at their present postings.
It also asked for an assurance that Sarawakian teachers would not be transferred to other states, he stressed.
“If these teachers are not happy, they would not be able to teach well and their students would be affected. Worse if these affected teachers resigned,” he said.
Asked on Norizan’s response, Gani said the matter would be referred to the ministry’s highest authority.
There are some 38,000 teachers serving in 162 primary and 177 secondary schools in Sarawak.
