Panduan Perkembangan Pembelajaran Murid (PPPM)

Panduan Perkembangan Pembelajaran Murid (PPPM) is now used to replaced the previous Dokumen Standard Prestasi (DSP) for Year 1 ,2 and 3.

Teachers will need  to assess pupils learning progress based on the new guideline which is found in PPPM.

MENGENAI PENAMBAHBAIKAN PENTAKSIRAN BERASASKAN SEKOLAH (PBS)

Kementerian Pendidikan Malaysia (KPM) amat prihatin terhadap isu pelaksanaan Pentaksiran Berasaskan Sekolah (PBS) yang telah dibangkitkan oleh guru-guru.

PBS merupakan dasar yang melibatkan pentaksiran secara menyeluruh (holistik) terhadap pencapaian murid yang terangkum menerusi empat komponen pentaksiran iaitu Pentaksiran Sekolah (PS), Pentaksiran Aktiviti Jasmani, Sukan dan Kokurikulum (PAJSK), Pentaksiran Psikometrik (PPsi) dan Pentaksiran Pusat (PP).

Selain itu PBS merupakan sistem pentaksiran yang akan digunakan bagi menjamin pencapaian seseorang murid supaya tidak lagi dinilai berasaskan peperiksaan semata-mata.
Jemaah Menteri pada Disember 17, 2010 telah bersetuju supaya PBS dilaksanakan sebagai sebahagian daripada program transformasi pendidikan. Pengoperasian PBS mula dilaksanakan di sekolah rendah  pada sesi persekolahan tahun 2011 dan sekolah menengah  pada sesi persekolahan tahun 2012.

Walaubagaimanapun, pada 11 Februari tahun ini, KPM telah membuat keputusan untuk menangguhkan PBS dan mengkaji semula pelaksanaannya.

Ini adalah kerana guru-guru  menyatakan bahawa mereka  dibebankan dengan kesibukan mengisi dan merekodkan penilaian pelajar ke dalam sistem komputer berpusat yang menjadi bebanan kepada mereka, manakala ibubapa pula tidak pasti bagaimana murid dinilai terutama pelajar tingkatan 3 tahun ini yang merupakan kohort pertama melalui PBS.

Penangguhan ini adalah untuk mengenalpasti permasalahan yang ditimbulkan ekoran daripada rungutan guru-guru dan ibu-bapa dan mengambil langkah-langkah yang perlu dan segera dalam penambahbaikan PBS.

Ekoran dari kajian semula PBS, KPM telah mengambil langkah proaktif dengan mengadakan beberapa siri perbincangan dan pertemuan dengan kesatuan-kesatuan guru serta beberapa kelompok guru-guru  untuk mendapatkan maklum balas dan membantu dalam memberi input kepada penambahbaikan PBS.

Isu-isu pelaksanaan PBS
Berdasarkan kajian KPM dan input daripada guru-guru dan kesatuan-kesatuan guru, didapati terdapat tiga isu utama  berkaitan perlaksanaan pentaksiran sekolah.

Pertama, ialah penggunaan Dokumen Standard Prestasi (DSP) yang menyebabkan guru terikat dengan bilangan pernyataan deskriptor dan pernyataan evidens yang banyak. 
  
Bagi menangani isu ini, KPM telah menetapkan DSP dipermudahkan menjadi Panduan Perkembangan Pembelajaran Murid.

Guru mengajar menggunakan kurikulum kebangsaan yang dibangunkan berdasarkan tema, tajuk atau kemahiran mata pelajaran yang perlu dikuasai oleh murid. Guru seterusnya mentaksir perkembangan pembelajaran murid berdasarkan pemerhatian dan penilaian mereka sendiri dengan merujuk kepada Panduan Perkembangan Pembelajaran Murid tersebut.

Guru boleh merekodkan tahap penguasaan murid mengikut kesesuaian masa dan kaedah mereka sendiri. Perekodan ini menggambarkan perkembangan pembelajaran murid semasa proses pengajaran dan pembelajaran yang boleh dimaklumkan kepada ibu bapa. Dengan yang demikian, guru tidak lagi dibebankan dengan pengumpulan data dan evidens hasil kerja murid melalui pernyataan evidens yang terlalu kompleks.

Bagi ibu bapa yang ingin mengetahui tahap pencapaian anak-anak mereka, pihak sekolah boleh menyediakan pelaporan pencapaian dengan mengadakan ujian bulanan, peperiksaan pertengahan tahun atau peperiksaan akhir tahun sekolah.

LAMPIRAN 1 DAN LAMPIRAN 2
Isu kedua ialah pengurusan fail yang rencam meliputi Fail Perkembangan Murid (FPM) dan Rekod Transit.
Bagi menangani masalah ini, guru tidak perlu lagi menyediakan FPM dan melengkapkan Rekod Transit. Perekodan perkembangan pembelajaran murid boleh dilakukan mengikut kesesuaian masa guru.

LAMPIRAN 3
Ketiga, perekodan prestasi murid melalui Sistem Pengurusan PBS (SPPBS) secara atas talian (online) yang sukar diakses dan memakan masa yang lama.

Oleh kerana bilangan pernyataan deskriptor dan evidens telah dikurangkan, secara otomatik guru-guru tidak akan dibebankan dengan kesibukan mengisi dan merekodkan penilaian pelajar ke dalam sistem komputer berpusat. 

Bagi memastikan guru memberi fokus terhadap pengajaran dan pembelajaran, guru tidak perlu lagi mengisi data penguasaan murid menerusi SPPBS secara online seperti sebelum ini. Guru boleh merekodkan perkembangan pembelajaran murid secara offline.

Menerusi PBS juga, peperiksaan Penilaian Menengah Rendah (PMR) di Tingkatan 3 akan digantikan dengan Pentaksiran Tingkatan 3 (PT3). Ini bermakna tiada peperiksaan berpusat untuk pelajar Tingkatan 3 yang akan dilaksanakan di peringkat sekolah.

PT3 bagi mata pelajaran Bahasa Melayu dan Bahasa Inggeris akan dilaksanakan dengan menggunakan instrumen pentaksiran ujian bertulis dan ujian lisan. Manakala mata pelajaran Science, Mathematics, Pendidikan Islam, Kemahiran Hidup, Bahasa Arab, Bahasa Cina, Bahasa Tamil, Bahasa Iban dan Bahasa Kadazandusun akan menggunakan instrumen pentaksiran ujian bertulis sahaja. Mata pelajaran Sejarah dan Geografi pula akan ditaksir menggunakan pelbagai instrumen seperti tugasan bertulis (assignment), ujian amali (practical test), projek, kajian lapangan (field study) atau kajian kes (case study).

Melalui PT3, pihak sekolah akan mentadbir, mentaksir dan memberi skor terhadap pentaksiran tersebut berpandukan instrumen dan panduan peraturan penskoran yang setara (standardised) yang disediakan oleh pihak Lembaga Peperiksaan (LP). LP dan pentaksir luar yang dilantik oleh LP akan melaksanakan moderasi dan verifikasi sebelum pelaporan dikeluarkan.

Moderasi ialah suatu proses menyelaras markah yang diberi oleh beberapa orang pemeriksa ke atas hasil kerja murid bagi mendapatkan satu markah yang dipersetujui bersama. Persetujuan ini adalah berdasarkan peraturan pemarkahan yang disediakan dan merupakan prosedur untuk memastikan ketekalan (konsistensi) pemberian markah antara pemeriksa. Verifikasi pula ialah proses menentusahkan markah yang diperoleh murid adalah markah yang selayaknya diterima.

LAMPIRAN 4
PT3 ini juga akan digunakan sebagai asas untuk menentukan kemasukan murid-murid ke tingkatan 4 sama ada di Sekolah Berasrama Penuh (SBP), Sekolah Menengah Kebangsaan Agama (SMKA),

Maktab Rendah Sains Mara (MRSM) termasuk Sekolah Menengah Teknik (SMT) dan Kolej Vokasional. Di samping PT3, kemasukan ke sekolah-sekolah tersebut juga menggunakan Ujian Psikometrik bagi memastikan pemilihan dan penempatan murid bersesuaian dengan kemampuan dan minat mereka.

LAMPIRAN 5
Untuk memastikan PBS yand telah di tambahbaik ini dapat dilaksanakan dengan berkesan dan seperti yang dihasratkan, KPM akan mengadakan taklimat secara terperinci tentang konsep dan pelaksanaannya kepada pegawai-pegawai di Jabatan Pendidikan Negeri, Pejabat Pendidikan Daerah, pentadbir dan guru-guru.

Latihan adalah satu aspek utama dalam memastikan guru dapat melaksanakan pentaksiran. Oleh itu, KPM akan berusaha mengadakan latihan supaya guru memahami konsep pentaksiran dan mengamalkannya dalam proses pengajaran dan pembelajaran.  Selain daripada itu, KPM juga akan mengadakan latihan bagi meningkatkan kemahiran guru memeriksa jawapan murid.

Penambahbaikan PBS akan di laksanakan mulai April 1.

Kamalanathan finds PBS hard, too

The complaints by teachers about the difficulty in accessing the school-based assessments system or PBS are valid. Deputy Edu­cation Minister P. Kamalanathan has learnt that first-hand.

“I have tried logging on to the (online) system myself.

“It took me two minutes just to key in one student’s data.

“If a teacher has three classes of 30 students, this means it will take at least three hours to key in the data.

“This is why the ministry has set up a war room and a hotline for teachers to report the problems they are facing,” he said at SK Jalan Simpangan 1 and 2 yesterday.

Kamalanathan was on a visit to several schools in the Kajang area, including SJK(T) Kajang and SMK Tinggi Kajang.

He said a special team would collect feedback on the teachers’ problems with the system and work on rectifying them.

A main complaint by teachers was the inaccessibility of the online database used to key in data on students’ achievement.
He added that the PBS was a “good system that has been proven to work in many countries around the world”.


“We just have to take another look at the implementation, the mechanism used (for the PBS),” he said.
The PBS system was introduced in primary schools, starting with Year One pupils in 2011 and in secondary schools with Form One students in 2012.

Following grouses by teachers over the inaccessibility of the online database, Deputy Prime Minister and Education Minister Tan Sri Muhyiddin Yassin said earlier this month that the PBS would be reviewed.

At the same time, teacher group Suara Guru-Masyarakat Malaysia confirmed that it would go ahead with its planned protest over the matter tomorrow at the Bandar Baru Bangi mosque.

Meanwhile, Parent Action Group for Edu­cation Malaysia (PAGE) called for the PBS to be put on hold until “all kinks are ironed out” as parents were still sceptical of the system.
“PBS requires that teachers evaluate each student individually. This can cause inconsistent marking.
“Not only are teachers not used to such a marking scheme, but teacher evaluation is subjective and varies among different teachers and schools.

“In addition, a real sore point with teachers is that PBS evaluation comes with a huge baggage of administrative and clerical chores in the method of reporting students’ progress,” said the group in a statement on Thursday.

The Differences : Gred DG41 and Gred DG42

Basically, grade DG41 is for new teachers who just come out form IPGM or universities while for grade DG42, it is for teachers who are already teaching in school and had further their study in PJJ/ OUM. DG29, DG32, DG34 and DG38 teachers would advanced to DG42 after fulfilling the terms.

Salary wise, both has the same.

For those teachers who had completed their further PJJ/OUM but are yet to receive the lantikan from SPP, please wait for the notice from SPP in the month of April.

Teachers still grappling with PBS



Three years after being put in place, school-based assessment or PBS is still posing major problems for teachers.
And a group has said it is going ahead with its protest to highlight the weaknesses of PBS, despite assurances by the Education Ministry that the system will be reviewed.

The National Union of the Teaching Profession said a full review of the system was needed for it to be more user-friendly.
NUTP secretary-general Lok Yim Pheng said a major problem was the inaccessibility of the PBS online database used by teachers to key in data on students’ achievement.

“We’re glad they (the Education Ministry) are addressing the difficulties teachers face,” she said, adding that the online system should be tested after the review to make sure problems had been fixed.
Deputy Prime Minister and Education Minister Tan Sri Muhyiddin Yassin said on Tuesday that PBS would be reviewed following complaints from teachers who had difficulty accessing the system.
Suara Guru-Masyarakat Malaysia or SGMM, however, questioned the scope and nature of the proposed review.

Its working committee head Mohd Nor Izzat Mohd Johari said: “Before PBS was implemented, the ministry told us that they had carried out extensive pilot projects and studies by experts. Are they now saying the previous studies are of no use?
“It is also not clear if the new review will only deal with problems with the online database, or the implementation of the policy itself.”

He also said that SGMM would go ahead with its scheduled protest over PBS on Feb 22 at the ministry in Putrajaya.
“This is a last resort after going through all the proper channels of discussion.
“We are not against the Government or its policies, but we just want to highlight the weaknesses of this particular policy,” he added.

A 53-year-old secondary school teacher in Negri Sembilan said PBS could not cope with the high volume of assessments which had to be keyed into the system.
“I have about 165 students under me and each has to be assessed after every class. I have to get up at 4am to complete the assessments,” he said.

The science teacher, with 33 years of experience, said replacing exams with PBS was a mistake because students no longer had to work hard.

“They (students) are assessed by their own teachers and the results can be manipulated,” he added.
A senior teacher from Perak said PBS was an “idealistic concept plastered onto a third-world context”, and not enough thought had been given to its implementation. - The Star
